The dampness clung to my uniform collar.<\/p>\n

I gripped the empty leather harness, a heavy, double-stitched piece of gear that had cost the department eighty-five dollars, now useless in my hand.<\/p>\n

Gerald walked half a pace behind me.<\/p>\n

He tapped his heavy metal flashlight against his thigh, the steady click-click pacing our steps.<\/p>\n

\u201cThe tracking signal died right near the slipway, Commander,\u201d Gerald said, his voice rapid and thin.<\/p>\n

\u201cHe could be anywhere in the water if he jumped.\u201d<\/p>\n

\u201cDelta does not jump off docks, Gerald,\u201d I said.<\/p>\n

The dog had never slipped his collar before, let alone broken out of the secure kennel yard.<\/p>\n

The harbor was thick with gray mist, cutting visibility to ten yards.<\/p>\n

Ahead, the outline of the public bench materialized near the edge of the dock.<\/p>\n

He slowly rubbed his right thumb over an old scar on his palm, his eyes remaining on the water.<\/p>\n

\u201cHe is not doing any harm, officer,\u201d the man said.<\/p>\n

Delta did not heel or return to my side.<\/p>\n

Instead, he stood up and positioned his bulk between the bench and us.<\/p>\n

He let out a low, vibrating growl directed straight at me.<\/p>\n

\u201cCommander,\u201d Gerald muttered.<\/p>\n

His flashlight beam shook slightly as he aimed it at the dog\u2019s chest.<\/p>\n

\u201cHe is not recognizing the command.\u201d<\/p>\n

My chest tightened at the sound.<\/p>\n

Delta had months of intensive obedience training, but his stance was entirely defensive.<\/p>\n

He was protecting the stranger.<\/p>\n

\u201cEasy, boy,\u201d the man said.<\/p>\n

His voice was a slow, soft Southern drawl that seemed to quiet the animal instantly.<\/p>\n

\u201cThey are just doing their job.\u201d<\/p>\n

\u201cIdentify yourself, please,\u201d I said, taking a step forward.<\/p>\n

\u201cErnesto,\u201d the man said.<\/p>\n

He did not look up immediately, keeping his gaze on the dog\u2019s ears.<\/p>\n

He looked up, his face worn with deep lines.<\/p>\n

\u201cDogs do not wander three miles through town to find a stranger, Mr. Ernesto.\u201d<\/p>\n

As if on cue, Delta leaned his heavy head back against the old man\u2019s trousers.<\/p>\n

The dog closed his eyes, let out a deep breath, and stood perfectly still.<\/p>\n

\u201cGerald, get the slip line on him now,\u201d I ordered.<\/p>\n

Gerald stepped forward cautiously.<\/p>\n

\u201cWatch his posture, Commander,\u201d Gerald said.<\/p>\n

\u201cHe is flagging his tail.\u201d<\/p>\n

Delta remained tense but allowed the rope to slide over his neck.<\/p>\n

His eyes never left mine as the rope tightened.<\/p>\n

\u201cLook at his shoulder, Commander,\u201d Gerald said.<\/p>\n

He pointed his light at the dog\u2019s left side.<\/p>\n

\u201cUnder the fur, there is a thick, jagged mark.\u201d<\/p>\n

I leaned down to inspect the patch of skin.<\/p>\n

It was a crescent-shaped scar, old and deep, white against the dark skin.<\/p>\n

\u201cThat is from shrapnel,\u201d Ernesto said softly.<\/p>\n

He traced the scar on his own palm with a slow motion.<\/p>\n

\u201cA bad day in the dirt.\u201d<\/p>\n

\u201cThis dog has no military record,\u201d I said.<\/p>\n

\u201cHe was purchased from a breeder in Sacramento.\u201d<\/p>\n

Ernesto did not answer, his eyes following the dog as Gerald led him back.<\/p>\n

\u201cLet\u2019s go, Gerald,\u201d I said.<\/p>\n

\u201cGet him in the back of the cruiser.\u201d<\/p>\n

We turned back toward the entrance of the pier, Delta walking reluctantly at Gerald\u2019s side.<\/p>\n

\u201cThat is correct,\u201d Gerald said. \u201cProtocol requires a dual-officer sign-off for any physical extraction from these archives. There is no record of who accessed this binder.\u201d<\/p>\n

\u201cWhere are the medical duplicates?\u201d I asked.<\/p>\n

\u201cDr. Marcus keeps the digital backups at the county clinic,\u201d Gerald said. \u201cHe does not use the central server.\u201d<\/p>\n

I closed the binder, the heavy plastic cover slapping against the metal table.<\/p>\n

The county veterinary office smelled of isopropyl alcohol and wet cedar shavings.<\/p>\n

Dr. Marcus did not look up from his desk when I entered. He was holding his wire-rimmed glasses up to the fluorescent light, wiping the lenses with a small square of blue silk.<\/p>\n

\u201cA gap in the documentation is rarely indicative of systemic failure, Commander,\u201d Dr. Marcus said, his voice flat and precise. \u201cVeterinary record-keeping during the administrative transition five years ago was notoriously fragmented.\u201d<\/p>\n

\u201cThe intake sheet is gone from the physical binder, Marcus,\u201d I said, leaning against his steel filing cabinet. \u201cThe dog has a three-inch surgical scar on his left shoulder that is not listed in his enlistment physical.\u201d<\/p>\n

\u201cThe department was restructuring,\u201d he said, closing the drawer of his desk with his knee. \u201cAn oversight occurred. I will locate the digital duplicate when the quarterly audit concludes.\u201d<\/p>\n

\u201cI need to know who signed the authorization to transfer Delta five years ago,\u201d I said.<\/p>\n
